I'm Franklin Bynum. I'm the judge of County Criminal Court No. 8.
I'm Franklin Bynum. I'm the judge of County Criminal Court No. 8. My first job with the county was at the Public Defender's Office, where many, many mornings I would spend walking in to a full hold-over tank attached to a courtroom, where 50 or so people were stacked up — overwhelmingly Black and brown people, but one thing they all had in common: they were all poor. They all couldn't afford to pay to get out. That's why they were in the tank. Judge Jordan and I personally supervised bail reform at the Joint Processing Center, making sure that our rule was followed. Before we implemented the rule, I went down there almost every night to catch people from falling through the cracks. And now I look at the hold-over tank in my court, and there are often no more than three people in it. You multiply that by 15 other county criminal courts — and that is what reform looks like. People are free to go home to their families, to not miss a pickup from school, to not miss a rent check or a bill, to not have their lives spiraled more into chaos. …that full hold-over of people, there for no other reason than they could not afford to pay to get out — that will never happen again in Harris County. I'm also proud to say, as a native Houstonian, that we lead the nation now in how we handle reform. And so I want to thank you all for that. It takes time to take something that was so old and so broken — and make it right.

A family firm since 1978
The family business.
In 1978, Franklin’s father Gordon Bynum founded Bynum & Associates to practice one kind of law: plaintiffs’ personal injury — always for the injured person, never for the insurance company.
For most of those decades the firm’s home was the brick building at 1826 Richmond Avenue, and the practice was a family business in the most literal sense: Franklin worked there from the time he was a young child. The firm he leads today carries that inheritance forward — for injured Texans and, now, for the accused.
